NASHVILLE, Tenn. (WTVF) — Feeding stray cats could cost some Bellevue renters their homes.
At Bellevue West, at least one non-renewal notice has been given to someone who's fed the pack of cats at the complex.
Neighbors don't think this is the right course of action.
"They were here this same pack of cats," explained a tenant. "They seem to love and care for one another, and they're a pack."
It's believed the same group of cats has lived in the same spot for at least five years.
Three neighbors talked to NewsChannel 5 about the situation. We agreed to keep the people anonymous. One is already fighting to not lose her apartment because she's cared for the cats. She said many other people have provided food and water for the cats, too.
"The people who used to live on both sides of me were feeding them," she said.
Right now, any tenant who feeds the homeless cats is receiving a warning from management. It explains they need to stop because they are in violation of the lease. The lease clearly states stray and wild animals cannot be fed.
All that aside, the neighbors say the cats have such a presence at the apartment complex. They think the apartment is part of the problem.
"Why do you have to go to evicting people?" asked a tenant. "It's not going to work because some of the cats have been here five years, maybe even longer. How many people have they evicted in that time? The cats are still here."
According to Metro Animal Care and Control, the only time the complex called them because of a cat problem was in 2015 for something unrelated.
We reached out to the complex to ask if there's anything else they can do. We're waiting to hear back.
The cats are spayed and neutered because tenants have set traps.

A 417-unit multifamily complex proposed for Bellevue was approved Tuesday by Nashville's council.
Here's what you need to know about the project.
Ariza Bellevue is proposed to consist of 417 multifamily units on 44 acres at 1084 Morton Mill Road in Bellevue. Developers requested to rezone the land to accommodate the specifics of this project. Nashville's council gave the rezoning its final stamp of approval Tuesday night in a 28-3 vote with two abstentions.
The developer, Woodlands, Texas-based Cypressbrook has agreed to donate 20 acres along the Harpeth River to Metro Parks and fund the construction of the extended greenway and a new multimodal access bridge.
The project was approved by the Metro Nashville Planning Commission in March and has been up for several readings with the Metro Council since then, including a public hearing in early July where some 20 people voiced concerns about the project involving ingress and egress, flooding and density.
Despite pleas from Bellevue residents hoping to persuade the Council to defer passing the new bill until more public meetings could be held, the proposed rezoning passed its second reading.
While addressing the Council, resident Carol Childress said the large development is not appropriate for Coley Davis Road, saying the project would increase density by 2,000%.
Resident Michael Riggs said he’s seen a rise in water levels, leading to increased flooding.
“The water’s going to go somewhere,” he said at the Council meeting. “I think people need to listen to what those who will be affected are asking for. We don’t want this.”
Doug Jahner echoed Riggs’ sentiment, saying putting such a large development in a flood plain on a peninsula near the Harpeth River is dangerous.
Another concern raised by residents were emergency response times to treat a large elderly population in that area.
According to resident Jim Carroll, a five- to seven-minute response time could increase to a half hour if the project moves forward.
Jim Rossi said there is only one access point in and out of the area, meaning traffic congestion, especially during the project build.
Real estate agent Grace Shockey spoke in favor of the project saying the population growth in Middle Tennessee isn't going to stop. She said the development "checks a lot of boxes" needed to support a growing area.
“If it doesn’t go here, it will go somewhere,” she said.
Another element some see as a positive are improvements to Coley Davis Road, which is prone to flooding. Developers are proposing to raise the road out of the flood plain.
Council member Gloria Hausser initially had concerns about the project but said she voted yes on second reading because of the road improvements it includes.
"This project has evolved in a very positive way over the past two years due to a lot of public discussion and feedback," project spokesperson Alan Thomas with Ragan Smith said in a statement. "Thanks to neighbors’ input, this project will mean the larger community is safer because the developer is paying to raise Coley Davis Road to avoid future flooding. That’s just one part of more than $12 million in public infrastructure improvements."
The council approved Bellevue Council member Dave Rosenberg's amendment to the plan, which spells out consequences for the developers if they do not follow lane closure and traffic rules throughout construction:
Council members tabled four other amendments proposed by At-large Council member Sharon Hurt, who said she was initially in favor of the project but changed her mind after receiving "hundreds of emails" from concerned residents.
"The narrative is starting to get old that one council member is trying to protect neighbors and the other one isn't," Rosenberg said of Hurt's amendments. "We've added protection after protection, and ... coming in with these redundant things or things that don't even make sense doesn't make them helpful to the community."
Hurt said it was "obnoxious of the councilman to dismiss the residents and things that they have presented."
While the proposed plan does include connectivity to existing greenways and increased greenway space for cyclists and walkers, some residents have expressed concern about that, saying the parks department is often short-staffed and underfunded and may not be able to take on a greenway expansion.
Carol Katsas said fences that separate the walkway go down each year, and trash and other items get left behind. She said Metro Parks mentions are they short-staffed when they have been called to fix the fence.

NASHVILLE, Tenn. (WZTV) — Trash is all over the side of a highway in Nashville’s Bellevue neighborhood.
Neighbors there take matters into their own hands after they say this has been an ongoing problem for years.
Neighbors tell FOX 17 News they've contacted the Tennessee Department of Transportation for years now, asking for better clean-up.
On Saturday, they got to work themselves. More than a dozen people spent their weekend picking up garbage along a three-mile stretch of highway 70 in Bellevue.
They said once the trash is gone within days, it re-appears.
The knights of Columbus at St. Henry Catholic Church have been trying to keep the route clean for the last decade and a half, but church member Josh Jackson said the garbage just keeps piling up.
“It's disheartening,” Jackson said.
Neighbors say the trash ranges from dirty diapers to cans to cigarette boxes to even large appliances.
“We've had a refrigerator out there before,” he said.
Jacob Tippets of the Bellevue Community Foundation said the debris left exposed to anyone passing by is dangerous.
“We're seeing all sorts of trash from, you know, fast food wrappers, to liquor bottles, and even paraphernalia, Tippets said.
Tippet has organized several clean-ups along this part of the highway in recent months, removing thousands of pounds of trash, but he said some local companies are adding to the mess.
“They’re part of the problem. So, we want people to keep an eye out for those sorts of things. Some of those are waste disposal companies that are dropping bags out of the back of their trucks,” Tippets said.
FOX 17 News reporter Payton Muse took these concerns to TDOT.
A representative responded that TDOT regularly picks up litter on state routes and highways in Davidson County.
In fact, TDOT said their crews just did a pick-up in this area. However the official also added that "litter in Nashville continues to be an issue we face."

We do what we can to ensure that our state right of way is clean but litter in the Nashville area continues to be an issue we face.
“They do the best they can, as soon as they are told that they need to do something. So it takes a little bit of pushing, obviously a lot of pushing to get them to actually act and do something,” Tippet said.
Both the Bellevue Community foundation and the church said TDOT, and the Nashville Department of Transportation have helped some, but the area could be upkept much better.

NASHVILLE, Tenn. (WTVF) — A renter in Bellevue is reaching out for help as he deals with a problem that seems to be getting worse by the day.
Kyle Childress, a resident of Avana Lexington Apartment Complex, is distressed as he finds mold spreading throughout his living space.
Childress said last year a significant portion of the damage was caused by pipes bursting in his unit. He even captured a video of water falling from a light fixture into the floor of his bathroom.
Maintenance was promptly called, and they brought in dehumidifiers and blowers to mitigate the damage, he says.
For a while, he says "It seemed as though things had returned to normal. "Everything dried out, and it should be fine," Kyle said.
A year later, that problem grew. Recently he stumbled upon the issue while putting away his shoes. He noticed an unusual spot and decided to investigate further.
To his dismay, he discovered extensive damage hidden beneath the surface. The water damage has now turned into mold.
The mold is now making him concerned for his well-being and his pets. "I am mostly concerned about my animals because they go all over the apartment and come in here and wander around," Childress said.
Kyle did call the problem in, and a maintenance worker sprayed bleach on the mold. Yet, he says he wasn't given a timeline of when the issue would be completely taken care of.
"This is a serious problem, and I need help. I can't live like this. I don't feel comfortable living in this apartment any longer," Kyle said.
The Avana Lexington Apartment Complex, owned by GreyStar, has confirmed that they are investigating the mold problem.
"The resident filed a work order two days ago to report the issue," a GreyStar spokesperson said. "Our goal is to respond quickly to all work orders, and we are in contact with the resident working to resolve the matter."
Kyle hopes the management will take his concerns seriously. He hopes to be transferred to a new apartment within the complex while they address the issue.
As an individual who struggles with asthma and has a family history of the condition, Kyle knows there's a potential health risk associated with mold exposure.
According to the Tennessee Department of Health, they do not have the authority to inspect and mandate landlords to address mold issues in rental properties. However, in certain cases, local building codes may offer remedies to tackle the problems that contribute to mold growth.
In the event that all else fails, the department suggests filing a complaint with the Tennessee Division of Consumer Affairs with the Attorney General's Office.
Kyle refuses to let this issue go unnoticed and hopes they do help.

NASHVILLE, Tenn. (WZTV) — A large apartment complex on the Harpeth River in Bellevue is getting strong opposition and some praise as developers promise more than $12 million in improvements.
The fight over the Ariza development has gone on for more than year and it all goes to the planning commission Thursday.
Coley Davis Road is one way in and one way out for around 2,500 residents who live off of it in Bellevue, just off the interstate.
Now developers want to build a bridge off of Coley Davis Road that would lead to a new 417 unit apartment complex on the banks of the Harpeth River.
Current residents say it is the wrong development for the wrong place.
It’s just the wrong place for what they’re trying to do," said Bellevue resident Donna Wood. "And again, if we had another outlet or another inlet, this would be a totally different story.
But developers say it is good for Bellevue. Not only are they building a bridge, they are also going to raise Coley Davis Road above the historic flood level of 2010.
“We can raise the road above the 2010 high watermark," said project consultant and Bellevue resident Alan Thompson. "So, if 2010 happened again, you would be able to drive out on dry pavement all the way to highway 70, where you were stuck before,."
They are also promising to connect the rest of the greenway, opening up a 60 acre Metro park. Additionally, they would build a bridge to service the apartment complex. They say this is all a $12 million gift to Bellevue.
“From my perspective as a consultant in Nashville for 30 years and resident here in Bellevue, I have never seen a development of this size bring this much public benefit along with it,” said Thompson.
Many residents who live on Coley Davis currently are unmoved by the improvement.
“Well, first of all, I don't buy the narrative, right, the narrative that we ought to deregulate zoning, to have a private developer do the things that government's supposed to do for us in the first place. I just don't buy that narrative,” said Bellevue resident and Vanderbilt law professor Jim Rossi.
The seniors who live on Coley Davis Road worry that years of construction will end up costing lives.
“We’re looking at five years of disruption with emergency vehicles trying to get to us with heart attacks, strokes, falls, you name it we do it in there, the average age of our people in there its anywhere from 66 to 95, right now we have 5 to 7 minute response time, if they do this we will be sitting there 30-40 minutes with a stroke or heart attack or other major things that are wrong with us,” said Wood.
This plan has been modified many times. Each time citizens raise concerns and the developers answer with more improvements. The developers say their traffic plan will leave one lane permanently open.
Project consultant Alan Thompson says this project will not just make Coley Davis safer, but more accessible. He says it will help all of Bellevue.
“The other aspect from a community standpoint, One Bellevue place, which is our retail service center, that’s where we go to eat," said Thompson. "That’s where we go to skate, it's where we go to see movies. It still has vacant, never, ever improved areas inside that facility. Another 417 residents is only going to benefit One Bellevue place and bring more customers,”
In the end the decision will go to the planning commission.
It will be a meeting to remember.
This is one of the last remaining undeveloped parcels that sit on a bend of the Harpeth River," said Rossi. "That location is ecologically sensitive and plays a very important flood management role for community. I just don’t think that’s consistent with how we conceptually tried to lay out land in Bellevue.
The planning commission meeting and a potential vote on the project is scheduled for Thursday.
