Williamson County Schools to rezone with opening of these new schools

Williamson County families will experience school zoning changes in three areas as two new schools open next year in the county's school district.

The district is building two new elementary schools to keep up with population growth in the area. Wilkes Lane will serve students near Spring Hill in the southern part of the county, while a second school on Cox Road will serve students near Triune.

The schools are set to open during the 2023-24 school year and will bring new zoning that affects nearby schools.

The district is also set to rezone Nolensville Elementary and Mill Creek Middle in Nolensville to address overcrowding. Nolensville is one of the fastest-growing areas in Williamson County – the U.S. census showed its population grew by 135.9% between 2010 and 2020.

District officials revealed new options for zoning at each location during the Oct. 20 Williamson County Schools work session.

The school board scheduled three public meetings to receive feedback on the proposals at Heritage Elementary, Sunset Middle and Creekside Elementary. Members indicated they will incorporate feedback from these community meetings in their final zoning proposal, which will be put to a vote by the full board at the Nov. 28 board meeting.

Here's what to know about new school zoning. For specific details on zoning, visit wcs.edu, navigate to the "About Us" tab and click "Bus Routes & School Zones." This webpage has a school rezoning section with more information and links to the presentation given to board members Oct. 20.

Unnamed Wilkes Lane elementary school

The new Wilkes Lane elementary school will open in an area currently served by Allendale, Heritage, Longview and Thompson's Station elementary schools. It is projected to have a maximum capacity of 890 students, putting it in line with area schools.

That could provide important relief for Longview Elementary and Thompson's Station Elementary. The latter is currently 47 students over capacity.

In general, the new school's zone will absorb areas currently covered by Heritage Elementary and Longview Elementary. Students at Thompson's Station Elementary and Allendale Elementary could also experience zoning changes.

Unnamed Cox Road elementary school

The Cox Road elementary school's zone will straddle areas covered by Trinity, Mill Creek, College Grove, Creekside and Clovercroft elementary schools. The school also has a capacity of 890 students and is intended to reduce crowding at College Grove Elementary and Creekside Elementary.

Under the proposed zoning, students at College Grove, Trinity and Creekside elementary schools could be rezoned to the new Cox Road school. Further, some Creekside students could move to Trinity Elementary, and some Trinity students could be rezoned to Clovercroft Elementary.

Nolensville area schools

Nolensville Elementary and Mill Creek Middle are over capacity in terms of student enrollment, and new developments will likely further increase the student population in the area over the next few years.

Under the new zoning recommendations, students currently zoned to Nolensville Elementary could be rezoned to Sunset Elementary, and Sunset Elementary students could be rezoned to Jordan Elementary.

Independence High School and other proposals

Independence High in Thompson's Station is Williamson County's largest, with 2,101 students in September. It is projected to outgrow its current building in three to five years.

The district is considering redistricting students in the Brixworth neighborhood from Independence High to Summit High to distribute students more evenly.

A separate proposal would cause some Legacy Middle students currently zoned for Independence High to instead be zoned for Centennial High. Smaller adjustments to existing zones would adjust for planned residential developments in the county.

Grandfather clause for current students

Students who are rezoned due to a new zoning plan or the opening of a new school can be grandfathered to remain at their current schools. Rising fifth graders can apply to stay at their elementary school; rising eighth graders can apply to remain at their middle school; rising juniors and seniors can apply to remain at their high school.

Also, a student who has a sibling attending a school outside their assigned zone can apply to attend that same school.

Discovery purchased the blossoming College Grove neighborhood called Hideaway at Arrington and transformed it into Troubadour Golf & Field Club, one of 31 elite, private residential communities and resorts across the world designed to cater to residents with Ritz Carlton levels of family-friendly service.

While the rural Middle Tennessee land that once belonged to country legend Tanya Tucker may seem out of place compared to other Discovery Land properties, company founder Mike Meldman said College Grove had everything he looks for when scouting new sites, including plenty of room for outdoor adventures, enough seclusion to ensure privacy for members and a city with top-shelf amenities close by.

"When we’re looking at new places for Discovery communities, we’re looking for somewhere for the whole family, first and foremost," Meldman told The Tennessean via email. "I’m a nature lover and raised my three boys to be outdoor adventurers, so the land at any potential project has to be ideal and primed for plenty of exploration and fun. "Our clubs are places where families can truly escape and focus on connecting with each other, and their privacy and peace of mind are our top priorities. We felt that here, in College Grove, we could add this very important layer to a community for many who work in high-profile professions in the Nashville area, while still offering our incredible amenities, programs, and services."

Membership has its perks

Troubadour is a neighborhood community, but also a membership-based club that is only available to those who own a home or property in Troubadour. Membership pricing includes a $200,000 entry fee and annual dues of $24,000. Troubadour currently has 200 members, and according to Johan Kok, vice president of sales for Troubadour, 100% of residents in Troubadour are also members.

The membership gets you full access to its private, world-class, Tom Fazio-designed, 18-hole golf course, short game practice area and driving range complete with integrated Trackman technology, a farm-to-table restaurant, fitness facilities and comfort stations stocked with everything from candy to margaritas and snacks in a grab-and-go setting.

Another perk is the Farmstead, a 210-acre area for families that includes activities such as fishing, archery, kayaking, horseback riding and frisbee golf.

"For me, it's really the family experience that makes Troubadour so special," April Todd said. "Our whole family enjoys it. It's not just dad out golfing all day, and we stay home. It’s all of us. There's something for everyone in the family."

Residential and member services are on hand to help with most anything a member needs including stocking a refrigerator, securing concert tickets, transportation or readying your home after being away. Todd loves that her pre-teen and teen kids can order food from the restaurant and have it delivered to the house if she and her husband aren't home.

But the most highly sought-after amenity Troubadour offers its members is an intangible one.

"To me, what Discovery really sells is the sense of community," Kok said. "It’s hard to explain to people, but you just feel it. This is how it is every day at Troubadour. It’s buzzing. This is a place where families come together."

Troubadour's membership model is generational and goes one up and two down. So if you are a member at Troubadour, your parents and your in-laws are members, your kids are members and your grandkids are members until they are 22.

Home sites start at $3 million

As of Sept. 14, there were three existing homes for sale in Troubadour, ranging in price from $3.9 million to $4.9 million. In the coming months, the community will release 91 additional lots, available to build. Of those, 29 are already spoken for and come with a cost ranging from $3 million for a non-golf-course lot to $8 million. And that doesn't include a house or club membership.

Hideaway was originally about 740 acres with 486 homesites, Kok said.

Troubadour has close to 1,100 acres with 375 homesites.

Unlike several of the other Discovery Land properties, Troubadour has more primary residences and fewer second and third homes.

"We expected people to buy here, but we are surprised so many of our members are primary residents," Kok said. "I'd say we have a 70/30 primary to secondary home ratio. We expected it to be half and half."

Discovery has acquired more adjacent land and is planning upgrades to the existing facilities beginning later this year and early 2023. Planned are a new entrance off Patton Road, a larger clubhouse, spa and fitness center, resort-style swimming pool with splash pad, multipurpose sport courts and concert venue with writers' rooms and recording studio.

Safe and secure

Don't think you can amble out for a Sunday drive and check the place out for yourself.

Another perk of the community is its security, like, special forces trained armed guards at the gate security. Members use an app to alert security if a guest is expected. License plate readers throughout the neighborhood ensure guests go where they are supposed to once inside the gates.

"We are definitely the most secure neighborhood in Nashville," Kok said. "Every now and then, somebody gets through, and by the time they stop their car, there’s usually one of our security guards standing next to them."

Kok said one day he got a text from a pro golfer friend saying he tried to stop by and say hello, but security wouldn't let him past the gates.

"He hadn’t called me, so I didn’t have his name with security," Kok said. "So there’s no chance of him making it in. It doesn’t matter who you are."

Even though Troubadour is home to many celebrities whose privacy is closely guarded, members appreciate the secure environment for their families.

"People feel safe here," Todd said. "Your kids are safe. If you are someone high up and you want your kids to have a normal life and be able to run around, this place has the security to make them feel safe. Our kids can be out after dark and I’m not worried about something happening to them."

The Nashville region’s hottest spot for luxury homes is nestled in the quiet countryside, but thanks to a location along the Interstate 65/840 growth corridor, it’s only minutes away from Franklin, Cool Springs or Murfreesboro.

College Grove, the rural southern Williamson County community that is home to The Grove gated country club community and the upscale Falls Grove neighborhood, is getting another luxury neighborhood. Developers are launching sales in Vineyard Valley, a boutique subdivision with just 68 home sites.

The surrounding area along 840 and Arno Road offers advantages that would be hard to match, said Randall Smith, president of Celebration Homes.

They include a “rural feel in the hills of Williamson County yet minutes to the city, less congestion, incredible views, quiet, open spaces, a … smaller community lifestyle,” he said.

Home prices in Vineyard Valley will range from the upper $500,000s to the $700,000s. The neighborhood is being developed by Celebration and Willow Branch Partners.

College Grove a desirable location

In nearby Falls Grove, Ryan Homes is building from the $400,000s. Homes by The Jones Co. are priced from around $539,000.

Homes in The Grove are priced from $1 million to around $3 million. The 1,100-acre community offers a Greg Norman Signature Golf Course and amenities including a full-service spa, fitness facilities, tennis, pickleball, trails, parks, equestrian activities and a restaurant.

The Grove hosted this year’s James Hardie Parade of Homes. Five builders — Stonegate Homes, Legend Homes, Hatcliff Construction, Luna Custom Homes and Trace Construction — presented custom luxury houses during the event. They ranged from 6,400 to more than 8,700 square feet.

“College Grove has the all the beauty of rural Williamson County in a location that’s 15 minutes from Cool Springs. We recently wrapped a successful Parade of Homes in The Grove where you get the best of all worlds with rolling hills combined with world class golf and amenities,” said Andy Ferguson, vice president of Legend Homes.

The Grove’s success proves that College Grove is a desirable location, said Smith.

“Nearby Arrington Vineyards also offers a nice amenity for the residents of Vineyard Valley to enjoy. Additionally the exceptional educational opportunities of Williamson County schools are always a value added,” he said.

The area is in the sought-after Page Middle and Page High School zone, which attracts young families. And, land prices are lower than in Franklin, Nolensville and other places in Williamson County, said Jen Lucy, director of sales for The Jones Co.

“Just minutes from Franklin but with a very secluded feel, College Grove has become Williamson County’s best kept secret until now,” she said.

Vineyard Valley has a 'quieter personality'

Falls Grove is a master-planned neighborhood with a multi-million-dollar amenity center that includes an oversized pool, a kids’ splash zone with automated soaking buckets and fountains, a fitness center, a putting green and tennis courts. The neighborhood has playgrounds and several miles of sidewalks. Home sites are also larger than in many other neighborhoods, said Lucy.

Vineyard Valley has a quieter personality. The neighborhood has nature trails, a stocked fishing pond and 50 acres of common space. Home sites are a quarter-acre to one-third of an acre, and all back up to the common area.

“Vineyard Valley is truly a peaceful community without the added expense of other communities,” said Bucky Ingram, president of Willow Branch.

Homes in Vineyard Valley will be customizable. Features include large covered porches, carriage garages and drive-through carports. Homes have balconies with views, spa baths, open rooms, gourmet kitchens with luxury appliances, tile, quartz and plank floor finishes, said Smith.

Ingram expects to see continued growth in College Grove.

“With the expansion of so much retail and commercial within 15 minutes of Vineyard Valley, it has provided people the ability to enjoy the quiet lifestyle of an exclusive boutique community … with the close convenience of shopping and work,” he said.

Even though Kyle Creamer and his family are the only homeowners living in the newly developing McDaniel Farms off Arno Road in College Grove, he said it was the sense of community there that drew him in.

“We looked in several neighborhoods out this way because we wanted to be away from the hustle and bustle a little bit,” Creamer said. “There were a lot of great neighborhoods, but this one has the character we were looking for. They kept the theme of the farm with the community garden and the walking trails and the modern farmhouse architecture. It’s a cool little community already.”

McDaniel Farms’ developer is Signature Homes and although they have built in Williamson County before in communities such as Ladd Park in Franklin and Cromwell in Brentwood, this is the first community where they are the only builder, which allows them to control the aesthetics of the entire community.

“A huge advantage to being the sole builder is maintaining congruency throughout the community,” said Katie Wiles, affiliate broker with Signature Homes Realty LLC. “The expectations of the finished product are met because our style is evident. We don’t just build homes, we build communities.”

From the modern farmhouse elevations to the community garden, pool and hiking trails, Wiles said Signature was looking to fill a niche in the southern part of Williamson County by offering something different in the $500s to the $700s. Their goal was to have a product with similar features as the neighboring custom-built homes, while staying well under the $1 million price points offered in The Grove, King’s Chapel and Hideaway at Arrington.

“We brought what College Grove was missing,” Wiles said. “What sets us apart is the private, half-acre home sites, our sought-after amenities, and the unbelievable features we include and the changes buyers can make. We have really cool options like fourth-car garages and 90-degree stacking doors that bring the outside in.”

She added that McDaniel Farms was created for the buyer who wants the feeling of living on a farm, but doesn’t really want to maintain that or pay the high cost of acreage in the area.

“Here, most of our home sites back up to green space, so you can still have that feeling of the open range, and the budget to build your dream home.”

McDaniel Farms sits on 600 acres and will ultimately be 91 lots with prices ranging from the $500s to the $800s-plus. Phase one, which opened in December, consists of 43 roughly half-acre lots. Only five home sites and three designer homes remain in this section. Phase two, which will consist of 48 additional lots, is slated to be released this fall.

Features that come standard in McDaniel Farms’ homes include a 66-inch stainless refrigerator and freezer, double ovens, quartz and/or granite on every countertop, 12-inch-by-24-inch tiles in all wet areas, covered patios, 3-car garages, and full sod yard (front, sides and back) with a landscape package that includes a sizable tree.

Existing community features include two miles of hiking trails with an observation deck, 150-plus acres of open space, a community garden and a pavilion with outdoor fireplace. Additional amenities slated to open in 2019 include The Lodge, a 3,500-square-foot amenities center with fitness and yoga room, meeting areas, a beach-entry pool, movie lawn, playground, canoe launch and a pedestrian bridge over the Harpeth River. HOA dues are $100 a month.

Creamer said he took a chance buying the first house in the new community, but said Signature’s vision was so clear, he was willing to take a chance.

“What sets this place apart is it’s not just a neighborhood,” he said. “They are really selling a lifestyle out here.”

COLLEGE GROVE—TennGreen Land Conservancy today has announced the donation of a conservation easement on more than 100 acres of rural land in College Grove, Tennessee, near the intersection of I-840 and I-65. Dr. Douglas C. York, a long-time surgeon in Franklin, Tennessee, placed the easement on the land to be perpetually protected from subdivision and development in Williamson County’s rural landscapes.

Dr. York’s farm includes a 1/3 mile of a blue stream unnamed tributary of Nelson Creek, which flows to the Harpeth River. Dr. York’s vision for this space is to create a passive public park, including hiking trails, a small lake, and a pavilion. Already, a small pond is located on the property, which is mostly farmland with some forests.

“My late friend, Jean Bell, and I decided long before her passing that the portion of the farm south of Tennessee Highway 96 should be protected from development and should ideally remain as a public park for the enjoyment of future generations,” said Dr. York. “The property is one of the most pristine properties in Williamson County and, in fact, the State of Tennessee, with an abundance of open space and some forest. It will serve the community well as a ‘forever natural green space’ in a rapidly developing Williamson County. TennGreen Land Conservancy has been an outstanding organization to work with. Everyone I’ve met at TennGreen has been very courteous, professional, and exceptionally committed to the organization’s core goals. It’s been a joy to get to know and work with the people at TennGreen, and I highly recommend them for any conservation project.”

Conservation easements are voluntary, legal agreements designed to forever protect important natural resources from detrimental land practices. By conserving a property with a conservation easement, landowners can preserve their vision for the land and also create a lasting legacy. With this easement in place, TennGreen will annually monitor the York-Bell land to ensure that the easement’s terms, which restrict subdivision and significant development, are held in perpetuity.

“We’re proud to have partnered with Dr. York on the permanent protection of his pastoral property, and we admire his vision of this land one day becoming a public park,” said Steve Law, Executive Director of TennGreen Land Conservancy. “As urbanization continues to overwhelm Williamson County’s rural landscape in the future, these 100 acres will become an even more important environmental oasis for people and wildlife.”
